A common shortcut: paint the damp wall with "waterproof paint" in September. It looks good for a month. By first heavy rain of next June, the paint bubbles and peels off, because the underlying moisture source is still there and drives itself out through the paint film.
The correct sequence is: 1) find the source, 2) fix the source, 3) let the wall dry for 4+ weeks, 4) apply anti-fungal wash, 5) primer, 6) repaint. Total cost 30–50% more upfront but lasts 5–8 years instead of 6 months.

The right time to permanently fix seepage is mid-September to end October — after peak monsoon, before winter chill slows plaster curing. This is also when the damp is still visible enough to trace but the walls have started drying.
